Add ocean turbulence test

This adds a test group for LES mode in a periodic planar domain with surface forcing. It is validated against PALM output.

Checklist

• User's Guide has been updated
• Developer's Guide has been updated
• Documentation has been built locally and changes look as expected
• The E3SM-Project submodule has been updated with relevant E3SM changes
• Document (in a comment titled Testing in this PR) any testing that was used to verify the changes
• New tests have been added to a test suite

@vanroekel As our LDRD projects wrap up, I just wanted to remind you that this is where I updated your branch for testing MPAS-Ocean LES mode. My plan is just to keep this around in draft mode until it is needed, but if you have another proposal let me know.
