Add no index metatag to non-prod environments

Relates to #1045

Also add to BMGF pages whilst the feature switch is off and ensure BMGF pages are included in the sitemap when the feature switch is enabled.

Acceptance Criteria

  • Non-production sites should contain no-index metatag
  • BMGF pages should contain no-index metatag when feature switch is off
  • BMGF pages should be included in the sitemap when feature switch is on
