To identify and isolate Libva issues - add vadumpcaps

Referenced bugs that we are trying to isolate - using this debug tool.
#4732
intel/libva#477

It has been proposed to upstream vadumpcaps - but this has not happened yet - fhvwy/vadumpcaps#1

This isn't really needed as Kodi will print the supported profiles during start up.
