Install OpenCv library

OpenCV - opencv.org - open-source software for image processing and visualization.
- OpenCv usage on Neptus, in Linux OS, was only tested with 4.x.x versions, latest version may not work properly.
- OpenCv usage on Neptus, in Windows OS, was only tested with 4.8.0 version.
sudo apt install libopencv4.5d-jni
- Run opencv-4.8.0-windows.exe and select Program Files location, to extract OpenCv. (if needed install the Microsoft Visual C++ Redistributable package).
- Or download from alternative location opencv-4.8.0-windows.exe and do the same as above, select Program Files location, to extract OpenCv (if needed install the Microsoft Visual C++ Redistributable package).
- To have support for the SRT format you need to patch (unzip on top your windows installation the following zip path (replaces with a DLL compiled with SRT support).
