This PR updates MAPL to use Baselibs 7.27.0 via
components.yaml. This moves MAPL to use ESMF 8.7.0. Note I haven't changed the CMake ESMF required version yet because nothing in MAPL uses ESMF 8.7.0-specific things...yet. I believe @tclune et al do have plans for things in 8.7.0 though!We also update ESMA_cmake to the latest v3 but this has little effect on MAPL.
