This PR has CMake changes needed to support for MOM6 geos/v3.2
Labeling as non-zero-diff only because the associated MOM6 tag is non-zero-diff (see https://github.com/GEOS-ESM/MOM6/releases/tag/geos%2Fv3.2 for more info)
NOTE: CI will fail because of the need for the updated MOM6 as well as needing v12
