Implements support for PacketEvents

Fixes #146
Blocked by retrooper/packetevents#853

I merged both PRs in PE and LimboAPI locally
seems like FastMOTD works but limboapi still doesn't, the same exception is being thrown

and PacketProcessException failed to map packet

@rafi67000 do you have save-uncompressed-packets enabled in LimboAPI config? If you have it enabled already, try redownloading LimboAPI from actions
