* DX: outsource PR linting to ComPWA/actions
* DX: set `PYDEVD_DISABLE_FILE_VALIDATION`
* FIX: remove `nbclient` from `doc` dependencies
* MAINT: apply new Ruff formatting
* MAINT: remove `format` optional dependency section
