  1. examples: vehicle-speed-downsample-iotdb README minor update 

    Added note to README to point out the need to register the UDF Data
Quality Library functions for the first time before they can be used.
Also some minor formatting updates.

  2. root README.md: Added Maintainer list, minor updates 

    + Added list of current maintainers.
+ Fixed URL to COVESA Data Architecture team.
+ Brought Getting Started references to the source up to date.
