Currently the generated IDL for the gateway program will contain version 0.1.0

As the program is already deployed on testnet, subsequent versions of the program should contains an updated version

We should establish a framework to increment the version.

The SPL support should not use 0.1.0 for example as a gateway upgrade will be involved
