纳管的vmware虚拟化，想实现调度的时候根据宿主机上的虚机数量调度，比如只调度到虚拟机个数小于xx的宿主机上。
创建指令：
climc dynamic-schedtag-create --enable host_guest_count schedtest ‘host.guest_count<2’
但是创建虚机时，好像没生效。查看scheduler日志有如下报错：
