現状

初期化ワークフローが二重に走ってしまう

動機

Issue が２倍作成されてしまうのを防ぎたい

提案

↓で報告されているが、テンプレートリポジトリに対してワークフローが２回実行されてしまう不具合があるらしく、この Issue 状況をウォッチしていく
