Optional support for read medium throughput from Prometheus metrics storage

As discussed in telegram, throughput rate of disks in medium can be pulled from metrics storage.

UI can show throughput rate near medium used and free disk space on system page. That's important for journals mediums, because journals use small disk space but intensive write rate.
