Is there an existing issue for this?

I have searched the existing issues.

Please describe the enhancement you have in mind and explain what the current shortcomings are?

The markdown output for changelogs is curretnly disabled due to issues from GITHUB_OUTPUT variable beeing beeing able to process multiline outputs.

How would you imagine the implementation of the enhancement?

See the docs for reference how it's meant to be solved.

I have added the relevant labels to the enhancement request.
