pigz dependency not part of Openstack deploy pack

Attempts to run a full CI build in Jenkins on Openstack produce errors relating to pigz:

I can't tell whether the test is invoking a tool we don't need, or the tool is not being installed when it should be.

The /software/pkgg was built in May via Ansible
