Allow non-admins to close CFDs

Similar to TFD, which also allows NACs

According to HouseBlaster, there would be minimal workflow changes between admins and non-admins. XFDcloser just closes the discussion, but doesn't do any deleting.

The only workflow change would be adding {{subst:nacd}}. Which the TFD code might already do?

So this ticket should be relatively easy. We just need to display the close links for non-admins at CFD, and make sure it appends {{subst:nacd}} to the closing statement.
