Fix of remove idiosyncratically failing download test #782

tests/test_download.py::test_download_arcgis_rest is failing idiosyncratically due to the external data source. This has been happening frequently since the test was introduced and is causing a lot of "failed" CI runs and extra time rerunning tests and waiting. We either need to make this test more stable or remove it.
