'status' operation for euca-deploy

Suggesting a 'status' operation/method is implemented for euca-deploy in addition to bootstrap, provision, etc..
This might be useful to tell a user what the next thing they may need/want to run is by looking at the states of the hosts, environment, key sync state(s), etc..

Minimally we need to have visibility:

Service status
Resource counts (instances, volumes)
Disk space and memory available
It would be cool if these were each their own plugin that could be called individually or all together
