Innacurate error message if since config parameter is in wrong format #177

The expected format is strictly: 2019-09-07T15:50-04:00
The error message: "since date must be in ISO-8601 format"

But the ISO-8601 can mean a wide range of time format and in this way it can be misleading for the user.
