[BUG] Error fetching code for external VS on dev site

Describe the bug
When defining an external VS on the IGAMT dev site I get an error 500 when fetching the codes.
API key was created just before with no expiration date.

To Reproduce
Steps to reproduce the behavior:

1. create code set
2. create api key for code set
3. create new value set. Enter code set url and api key, click fetch
4. ERROR

Expected behavior
fetches the code(s) with no error
