To Reproduce
Steps to reproduce the behavior:

1. create an ig with a vxu profile
2. look at segment PV1. PV1-8.1 (component) has a binding defined from the segment (PV1) level
3. export XML and look at ValueSetBindings.xml, can't find the binding to HL70010

Expected behavior
export bindings
