Needs explorer not loaded

The needs explorer does not load, if the rst file does not contain a need object or in more detail, has no need object inside the used need.json file.

There is no output in the output of the extension, what the reason may be.

An already filled explorer also gets wiped if the newly opened rst is not part of the needs.json file.

Maybe the bug is based inside the multiproject-logic, as the extension is not able to determine the needs.json to use for the rst-file without any need. But that's just a wild guess.
