Some workflows may need or use a common configuration, like reference data.

This can currently be configured via the payload on the WorkflowRun level for each execution, but it could also be placed on the Workflow level.

Advantages:

less configuration need on the workflow run
bound to a particular workflow version and easier to control / audit

Disadvantages:

no dynamic use (new workflow version would be needed)
more workflow versions to keep track of
