Build ora compression service

Ora compression service will use the workflow run state change read event as an input type where the inputs will require a s3 or icav2 uri to a workflow input.

The output will contain the fastq list rows in a gzip compression format where read1FileUri and read2FileUri will be s3 ora paths.
The fastq list row format will be extended to provide an md5sum attribute of both the ora file and the original gzipped fastq file.
