Provide run summaries for each 'stacky' service - post O2

We're already tracking libraries on each run etc.

Have a quick step at the end of each glue service that is tracking the completion of analysis given an instrument run id.

Once all portal run ids are in a terminal state publish a InstrumentRunAnalysisComplete event that determines that all portal run ids from libraries associated with that run have completed with a list of objects linking libraries and portal run ids.

We should also do this on a project-name / project-owner level as well to say 'all wgts libraries have completed for this project' or 'all umccrise libraries have completed for project' etc.

Up to event receiver to know which pipelines they should be waiting for
