From the polkit rule it looks like this only allows wheel users to execute the update service.

If this upstream Fedora PR is merged allowing nonwheel users to update, this service would not work.

Is there a problem with allowing nonwheel users to execute this service?

simply following upstream, if/when rpm-ostree doesn't require wheel group to update we'll likely follow suit
