When I get to the Rails Setup section and try to run 'rake db:create db:migrate db:seed' I get the following error:

PG::InvalidParameterValue: ERROR: encoding UTF8 does not match locale en_US DETAIL: The chosen LC_CTYPE setting requires encoding LATIN1.
