User selects "save and republish" on draft story map, but published map does not update

Description

A user has published a story map: https://app.terraso.org/tools/story-maps/97628973/road-update. They then made updates to the story map and selected "save" but the changes were not reflected in the published map.

Steps To Reproduce

1. As an editor, go to https://app.terraso.org/tools/story-maps/97628973/road-update
2. update the story map
3. select "save and republish"
4. Go to published map
5. See issue

Expected behavior

The published map should be the same as the edited map.

Actual behavior

The published map shows an older version of the edited map
