Shall we assign ISO code “IL” and therefore consider the entire territory as Israel or shall we leave it blank (and implicitly recognize the State of Palestine)?
Hermon and Golan are part of LBS so PAL-IS never conforms completely even to an Israel s.l.
Perhaps we can write ISO code “IL (partly)” “IL (disputed)” or a better word.
There is an ISO (alpha-2) code PS and a Marine Regions MrgID https://www.marineregions.org/gazetteer.php?p=details&id=15525 for Palestinian Territories including the Gaza strip and west Bank of Jordan. Although currently there are other things to worry about than recording occurrences of fauna and flora, the marine scheme uses a separate geounit for this.
