what is the process for new post types to get added?

I was under the impression that there had to be at least 3 publishing and consuming examples in order for a new post type to be added. However, I can't find that actually referenced anywhere in this spec.

It seems to be part of the discussions in other issues though: #26

This is well beyond the methodology threshold of three independent verified publishing implementations...
