Review progress reporting in the control implementations

Currently, progress reporting in the control module is mostly taken from the original implementation, it can just be turned on/off using the log flag. We should review the messages, make sure they make sense (apparently some of the progress reports bogus percentages), and put them into info/debug/trace groups.
