[Update] Approve "Check for Duplicate Tags"

Pretty straightforward, just explains that tags may be rejected if they're too similar to existing tags. That's also touched on in the section immediately above it, "New Tag Requirements." It also explains that exact duplicates in names/aliases will fail even if they're not rejected by the voters.

We should be able to approve this one as-is, maybe add a link back to "New Tag Requirements" if anything.
