Spire-server needs to be HA in the helm chart. Separate spire controller manager from the spire-server deployment since they have different availability requirements.

+1 to being able to scale the controller-manager separately then the spire-server

SPIRE should be HA in the real world， when it works as a sidecar of spire server, the spire controller manager is HA. You know that only one instance is working at time, others are waiting.
