Webhook without server

It would be good if it was possible to run the webhooks without a working server socket / locks and without restarts.

If your using spire-server with sqlite, you can only have one instance, and then it gets difficult to upgrade if the webhooks are tied to the server. So running the webhooks in a separate deployment would make it easier to manage upgrades.
