Kirk from Bounty doesn't discount Fed crew #243

Mac 1.1.36

Kirk doesn't discount Federation crew upgrades as he should.
I know this can be fixed with overrides, but it's an inelegant solution.

On a similar note, the new Picard 8 from Enterprise D prize pack doesn't apply his discount properly on Mac either.
