consolidate all duplicated functions

There are many instance of duplicated functions, e.g. in transit/scripts/*.py, there are multiple instances of read_dbf_and_groupby_sum() . Consolidate all of them (e.g. in transit.py) and then either import or actually just read once and pass the results to the individual scripts/functions as arguments
