Frontend for Keyhouse

Instead of making PRs manually to keyhouse, make a frontend for keyhouse repository. It can be discussed if this needs a Heroku or can be done by just using GitHub Pages. The design should allow one to

1. Add a new key to the organization.
2. Request, grant and Revoke access to servers.

Both of them should still work in PRs in the backend (made by a bot, tagging the respected parties).
