Get Electron into the TechEmpower benchmarks

I should be able to write the test implementations and configuration myself. I think Electron would count as a platform, and we can just mention that Scram.js helps you do that. We might be able to pretty much copy the Node.js tests. We also might want to add tests for express web components in particular.
