[dev] upload new version button missing text #6

Descriptive summary

On dev.nurax, when I go to upload a new version of a file, the text on the "Upload new version" button is missing

Expected behavior

All buttons should be labeled

Actual behavior

"Upload New Version" button does not have a label in either Firefox or Chrome

Steps to reproduce the behavior

Make sure that you are logged in to dev.nurax
Go to a work that you have deposited
In the Items section, select "versions" from the actions menu
Observe that the "Upload new version" button does not have text
