Figure out caching of sam local build

I have successfully cached build artifacts of sam build that is used for testing, but not ever successfully used them in subsequent runs. I stopped working on that for the time being to get closer to delivery of more important changes, but would like to figure this out. Current sam build caching lines are commented out in the workflows.
