"Incident" and "Discover" buttons on list view look weird

This will be important when the page gets added to the sidebar. #3146

"Incident" and "Discover" don't have obvious meanings as actions. They're both primary action buttons, they separate the incident number from the title, and they put a lot of visual weight on the left, which throws off the balance. I think they would look better if they had a more subdued color and were right-aligned in the row with the title.
