I think this needs to be added for the EL6 build to work:

%if 0%{?el6}
BuildRequires: quota-devel
%endif

There was no quota-devel subpackage available in EL5, it was all in the quota rpm, so I think that's why it works on EL5. I don't have a proper buildsystem to try it, but I found another spec file for EL6 with that requires
