This appears to be an issue with the Microsoft c++ Redistributable on Windows Server. For the moment, if you run into this problem, you can simply repair the Redistributable installation on Windows Server. This might be something to fix in the installer.

Just need to install https://aka.ms/vs/17/release/vc_redist.x64.exe
