Provisioning an instance

As a technical writer I'd like to be able to display content in a n OpenShift cluster so that the user is looking at the content that matches the installed software.

In theory, we should be able to use something like Argo CD to decoratively provision pantheon and content repos into a cluster, and might be useful for testing:

• new iterations of the tooling
• matching a new version of in development software with in development content so that QE are testing the right stuff (software and docs together)
