start time limit for tally

In today's meeting, discussion of a mock election prompted @jimscarver to note that tally.sh supports ignoring votes after a deadline but not before some time.

@ian-bloom noted the start will be when dust is distributed, so addressing this issue doesn't necessarily involve coding changes to tally.sh nor tally.sql.
