version 2 of RMANAGER should :

work with ROMS and MITgcm (other later maybe)
user section will disappear to move to separate project that are user-owned
all info for a run should be in its directory (exit runs.archive for all runs)
have a setup.py
have a namelist generation different for ROMS and MITgcm
job script templates different for ROMS and MITgcm
