Update Source Data Files

Most regions need updating.

Can get US updates from the OA repo, generally.

Need new data requests for all of the Canadian data sets.

I updated newf to match OA, but I don't think anythign changed. I'm not going to update ngulf, sgulf, or shelf. I don't think these files have changed on OA recently.

@mpinsky We should get these updated. It's been on my to-do list for a long time. Particularly, in sgulf and ngulf we could use species beyond the 30 common ones.

Of course, this will likely lead to chaos in lots of new species being added, and potential new formats etc. So maybe better to hold off for now, and make sure we are up to speed with the American data sets first.
