netlify PR previews are broken #2762

something happened recently that broke the netlify PR previews.

In #2751 , the pkgdown-pr action generates:

but in more recent PRs (e.g. #2760), that action generates:

image

I am guessing this is either an internal repo setting, or the GH <-> netlify link.

Seems to be fixed in #2764, maybe was a temporary glitch?
