Consider importing part of the enforcer rules to quarkiverse-parent #40

In Quarkus core repo, we enforce quite a lot of things including some banned dependencies.

I'm not sure all the rules make sense for quarkiverse-parent but I think we should consider importing at least some of them (typically the ban of the Logging dependencies might make sense).

Note that we need to be very cautious about it as it might break some of the existing extensions.

Because the Quarkus version isn't set in the Quarkiverse parent POM, I think it would help if we could move the enforcer rules to a separate repository and version it separately (same with the ide-config project). WDYT?
