能否增加一个创建ipset的功能，可以方便mwan3进行分流 #1824

目前的 ’域名规则列表' 的设置选项填入ipset名字，可以把解析结果加入ipset，前提是已经创建了这个ipset，如果smartdns能做到已创建的加入，没创建的自动创建就好了，这样配合mwan3分流会很方便
